勻 is a more fundamental principle based on the worth of the individuals as fair humans. 公 should be left to the regulation of the law when 勻 in a particular case is challenged or disputed, so called "justice". 勻 is wiser a concept to be presented as the first principle since 公 is to be something it could fall upon. If 公 takes the place of 勻, then every privileged man will argue that his privilege is fair 公 .
