Here is why:

A cultural piece, if deep enough, Worthy enough, comes from the Will (my favorite word recently). Most people from some other established culture no longer operate on the Will. Therefore , very hard for them to sink the mind to the Will level.

But there are exceptions: true geniuses who still operate on the Will, or common people under long time mixing which is a slow fusion of the Will.
