since neither can prevent that kind of practice from happening continually or indefinately. In some places this kind of practice has become their tradition with all sectors of the society involved. You can't punish everyone.
What the central government should do is, like I said, sending a replacement working term of qualified individuals to completely take over the local goverment for a sufficient period of time since it is thoroughly rotten. It is impossible to locate a healthy spot in a rotten tomato and expect it to bring the whole tomatto back to normal.
This is the right moment to implement the powerful central government. If it doesn't do anything in cases like this, why should a powerful central government be necessary?
