Some people find a way to do it

After you voted online, go to Tools->Internet Options->delete->delete Cooks/History and you can vote again.

Not sure if anybody here tried it.

If you are a computer programmer, you can write up a script to do this automatically. Then you can vote millions time a day. I heared it happened before.

I am not suggesting you do this. Just to answer your question.
