Paints do not have colors themselves. What you see from the paints is reflections. So, it depends on what kind of light that strikes to the paints. "最耀眼炫目" means light intensity. If you apply a top coat (transparent) to your paints, you will get more reflected light, thus makes it appear as "耀眼炫目". That is how auto makers make their cars shiny.
