How to clean up Cat after they go out? and how to prevent flea?

My cat likes to go out every couple hours. I bought a colar , but he somehow get rid of the colar.  Then I bought Defense Care for flea for large cat drop, I put on his neck, I am not sure if that is good enough. And how to know there is a flea problem, if it happens.
