Cats confront other cats through staring sessions so it basically could mean that your cat is trying to ensure that you know your place in the hierarchy and that he is your family! The best thing to do is this; the next time that you catch your cat staring at you just look him straight in the eye and slowly blink your eyes shut, keep them shut for a second and open them, then repeat a couple of times more. This shows your cat that you are not trying to dominate him, but have accepted him as a family member. If your cat understands you it will blink slowly back in return - this is the equivalent of the human kiss on the cheek!
