The family of the unresponsive patient has the power to determine whether to keep the patient alive.
When an acident happens, the hospital that receives the patient does not take the ownership of any organ removed from the patient. Therefore there is no such thing as the hospital sells an organ. Organs that can be transplanted are made availble to a national network, according to the need and fit. The hospital that removes the organ (and gives to another hospital for transplanting) will receive compensation for the work of the removal procedure.
