Because there is no better way to do it.

Democracy has lots of problems, inefficient, never work at 100%, very expensive,etc. Not to mention that sometimes the minority really hold the right solution to a problem.

However, so far there is no better way than 一人一票, so we stuck with it. What we can do is to make it work better though.
