It is very easy to explain:

1) Communist party always informs its high-ranking party members first, then regular party members, then regular people. This was exactly what happened. You analysis is stupid. If the final manuscript is not ready, they can always wait until the next day or next week. No one else chosed the date but the central government officials themselves.

The statement was in fact carefully written. There is no exaggeration at all. It is actually diluted so that it did not sound like a big change. The reason might be to give some supporters of Bo a way out.

2) If the statement referred Bo's wife as “薄穀開來”, it only means it is the most correct way to refer her. There is no point of revealing the details since the investigation is still on-going. It is a standard procedure no to comment on on-going investigations. If you have some basic knowledge of criminal investigation, you should have known.

3) 嚴重違紀 can mean a lot of things. It is surely not only related to immigration issue. Again, the statement did not give details, which is the right way to do before any prosecution.

4) Is Heywood a spy? It is not clear now. I believe that he looks like an informant at least. However, it is stupid to say he is not a spy because he pretended to be one.

One can surely have foreign friends. However, a high ranking official must be careful if he is too close to a person who has even a remote tie to foreign spy agencies. He might have to report it to national security to do a background checking. Again, there is no much informtion available to make a judgement.
