BS! It is just "moving target" strategy of Japan.

It is used against US and China to avoid any particular administration getting the hit from the giants.  The forces behind these moving targets are the same and guiding Japan out of the mud hole created since the end of WW II.

Both US and China are actually working together to make sure Japan remains in the mud hole.
