苦幹實幹加23幹

說個真事。文革後期，提拔工農幹部，我們縣的一位婦女幹部，升到了縣委常委副縣長。這一位大會講話，自然是念稿子。有一回廣播講話，說農業學大寨，全縣人民，要鼓足幹勁，力爭上遊，苦幹實幹加23幹， 把我們縣建設成大寨縣。

這裏有沒有人能理解，這個23幹是什麽？
