I think that he/she refused. ``Decline" is more gentle/polite.

But if you have different views or expnantions, it is ok to me.

If I decline your invitation to do something, it is polite and gentle.

The Prof at Peking U refused the meeting since he/she despised the whole thing in my understanding.
