In CA. Prepare the Power of Attorney in Chinese and translate it into English. You may type both versions on the same page. Take it to your bank get it notarized. Then take the notarized documents to the county recording office to get authenticated. There is a fee for authentication. After that, take the authenticated documents to Chinese consulate for further authentication.
