sign a different apt

From what you said, he had clearly breached the contract. If it was stated that you could move in on July 1st in the contract, and you could not move in on that daybecause of his delay. Then the contract had been breached.
This is what you could do, on the safe side, you could give tell the landlord that you are going to sign an apt with someone else. This is considered a anticipatory breach, just in case if you got sued and the court ruled in favor of the landlord. Although it is not likely, but legal issues can be tricky.
When he said that you could move in now, but the room will not be in good condition. That is also a breach of contract, the conditions of the apt would not be the same as you both agreed in the contract. You could claim it was not a substantial performance by the landlord.
You are in a good shape here, don't be afraid of him and use the law to your advantage.
