Our lease does not mention anything about subleasing. According to city''s regulation, Even if our lease forbid subletting, city regulation still allow me to replacing departing roommate( in our case, my hu*****and is my room mate in term of rental lease), right?

The reason he declined my request is that he think he only rent his place to the people who originally sign the lease. If I brought in a new roommate, what should i deal with the landlord legally? Is it enough to send notice about my hu*****and moveout and move_in of new roommate to lanlord? Anything more, should I do?
