可否告房屋賣方不誠實？

捶胸頓足，唯餘歎息！
7月份購一房。入冬天寒凜冽，二樓倆浴室水管已凍結兩次， 一個是進水冷熱管，另一個是浴池下水道。所幸水管未破裂。屋內溫度為69度，室外零下2度。 兩個浴室都有與外牆接壤處。 請問，我可否告賣方沒有把這樣的情況列在房屋告示文件裏？我沒有直接證據他們隱瞞事實，但那樣的氣溫在我們這並不算離譜， 他們肯定有類似的經曆。
