Even from police report, it seems it is V2 fault.

V2 hits V1. Period. Even you drove on sidewalk, V2 should not turn when there is car.

"天文望遠鏡" has a good point, why did they give you their insurance information, not ask for yours? Why did they call police after you left, instead of on the spot?

Have you gone to the court to dispute your ticket yet? You should go. Ask the girl, her parents and the police to testify. Draw a better diagram and take photos, your car, street, the girl's driveway. I am not sure if you can get information on when did the girl get her driver license. But not harm to ask.
