被鄰居的狗吵的受不了了

鄰居養了兩隻狗，每天很早就開始瘋狂的叫，吵的人沒法睡。今天去找他們商量能不能早晨把狗圈在房子後邊，這樣我聽到的聲音會小一點，可他們一口就回絕了，其實對他們來說是很簡單的事。 現在想問一下難道就拿他們沒有辦法嗎？ 能通過法律途徑來解決嗎？ 多謝大家幫忙了 ！！！
