it's normal for the owners to let their dogs out early in the mo

I let my dogs out at 5am every morning for them to release themselves.

This is very confusing, there's no way the owners would let them out in the front yard due to the leash law. If the owner let their dogs out in the backyard every morning, then isn't that what LZ wanted?

Excuse my chinese, I thought "圈" meant "tie" the dog up in the back.
