My best guess is that he verbally confront the police who approached him. If his English is as bad as he claimed he is, then he might said something that was not sounded right and he did not realize that.

We have union picket and some minor protesters here in town. Most people who got arrested was released in 24 hours with minor and no charges (just cool down and sober). Of course, we took care of things different here in Vegas.
