前夫阻撓孩子回國過暑假

大兒子護照過期，離婚書上有寫需要前夫的書麵許可才可回國。前段時間他說沒問題，反正他住別州，幾個月也不看孩子。 最近因好幾個月他沒付撫養費，我去申請政府enforce. 他現在要我撤銷，意思是否則不讓孩子回國。 請問誰有好的建議嗎？ 多謝了。
