If they do not want to see you, you should follow the legal process. Do not use force to see or talk to them. Like the downstairs said, go the small claim court and sue them hit-and-run (they did not tell you they hit your car until you found it). The court may charge court cost of $50 or so but usually they will pay you back if you win (when filing the complaint, make this one of the demands). You do not need a lawyer.
From what you said, you will surely win, but it will take some time. They may want to make a settlement with you even before the case is tried.
Do not fix you car untill it is settled - it the damage does not affect driving/safety.
