you will HAVE TO go through proper channels in the right way, if you want to get this problem fixed.

they are probably scared themselves, they just wanted to scare you, they probably dont even have a lawyer.

go to the city, check parking regulations.
go to the police, file a compliant against them.
go to the samll claims court.
