She can do so if she has the following complaints:

She was discriminated by her landlord based on her race, color, national origin, religion, sex, family status, or disability.

Her landlord failed to provide safe and decent housing for her as a qualified low income citizen, while enriching herself (her landlord) on taxpayer-funded subsidies.

She is aware of any waste, and abuse in HUD programs and operations on her landlord’s part.
