如果dependant都必須是PR

那麽他們都可以申請SSN,為什麽IRS還給不能申請SSN的外國人發放ITIN呢？那個publication裏麵的national，不是指外國僑民嗎？我不太相信不拿綠卡的外國人都不能claim dependant，如果那樣，IRS不是光抓這個缺口就很容易堵住好多漏稅了？他們沒那麽傻吧？一定有不同的理解，我認為你太鑽牛角尖了。
