Put yourself in her shoes.

First, check your HOA bylaws about dealing with dangerous pets. Even with agreement within HOA board, dangerous pets are difficult to get rid of.   The most theycould probably do is to levy fines to the owner, and he would almost never gonna pay or answer you.  So you are back to square one. 

Have a talk with her about what she has already did, with the understanding of this issue is difficult to deal with. 

Second, if you have firm standing in HOA bylaws to deal with dangerous pet and decided to do it yourself. 

Check your condo HOA bylaws.  Esp about electing replacement board member.  Probably you will need to get enough signatures to call for an election for two additional board members.  You will also recruit the two board members, including your husband and yourself. 

There is no point of wasting time dealing with the one remaining member since she is determined not to do her job.
