TV programs are broadcast programs, and they have the owner's permission to make it available to anyone capable of receiving the program. So anyone can have a legitmat reason for viewing it.

On the other hand, Movie stored on DVD or tape are limited to one user at a time. By making copies, you are making it available to multiple users without the owner's permission.
