行政罰單.

在加州的 Santa Clara County 有一處房產. 後院有一條土路年久失修. 去年下大雨的時候更給衝出一個大洞. 於是找了幾車土想給它墊平了. 結果縣政府來給了一張罰單. 說是 "Grading without permit". 

想問一下這樣的罰單有沒有可以說理的地方. 如果要請律師的話, 是哪方麵的?

如果隻是一般的罰單也就認了. 各種罰款和費用加在一起要兩萬多. 有點不服氣.
