需要開ticket，是政府刑事公訴而不是民事訴訟

你民事訴訟隻能賠錢，不能強迫他送走狗。隻有罰單後的政府刑事公訴才可以達到強迫他送走狗的行為。

換一個角度說，即使你民事訴訟贏了，他不送走狗，違反民事判決，沒有很大後果。

但是如果違反刑事判決，他是要進拘留所的。
