I believe you though you got a wrong understanding about STOP sign.

If you did not stop, your car should hit other car and the damage should be at the front of your car. Now the damage of your car is at the rear, apparently the car hit you should share some of the responsibility. You may not win the argument in the court that you're right, but the other driver was driving carelessly too. He should get a ticket too. You should tell your insurance company that his car hit your car, not the other way around. It would be better if you can show pictures of the damage of both cars. Every driver would be upset if other cars do not stop at the all-way STOP and jump into position, but most of the driver won't drive into the non-stop car!!
