剛查了IRS有關規定和中美免稅協議裏最後的Saving clause,

你的第三年免收入稅的要求是合理的，盡管你有了綠卡。
沒必要和學校爭了，讓他們預扣稅好了，以後報稅時可填表拿回來的。
