I would like to re-phrase the question as: "Whether an attorney who has been admitted to practice in New Zealand is eligible to take the bar exam in California?"
The quotation you give is for reciprocal admission for attoneys admitted in another US jurisdiction seeking to be admiitted in California based on his/her US non-California admission, which is totally inapplicable to the question being asked.
Just my opinion.
