請問： 收到 IRS Notice of Deficiency letter

請教各位：

我於上月收到 IRS 關於 2012 年 tax 的 Notice of Deficiency Letter：

In 2012, 我從我的ROTH IRA 中提取了$5000 (是本金， 非利息), IRA 要求我付income tax for 這$5000， 大約$1900.

在信中， IRS 提到 “If you want us to consider additional information, please mail it to us.."

根據ROTH IRA 規則， 本金提取應不收稅， 因為 ＲＯＴＨ　ＩＲＡ　是稅後收入。

請問我該如何回應。　我需要找稅務律師　或　ｆｉｌｅ　ａ　ｐｅｔｉｔｉｏｎ　ｗｉｔｈ　ｔｈｅ　ＵＳ　Ｔａｘ　ｃｏｕｒｔ　嗎？
