請教老貓或其他專業人士 這樣算不算arrest?

因為事情緊急，考古沒有找到確切的答案。所以厚臉皮來求助：

我妹夫四年前和妹妹吵架，半夜吵到鄰居了，鄰居報了警。妹夫在家裏被上了手銬，但是沒錄指紋，沒有帶入警局。之後法庭起訴妹夫，上庭，5分鍾內case dismiss. 

現在妹妹妹夫辦移民要遞交485，請問這種情況算不算有arrest record? 還是必須進了局子，錄了指紋才算arrest (關鍵是這點搞不清楚)? 填表時候需要寫yes並附上法庭相關文件嗎？ 謝謝謝謝！
