Be careful, because the question D askes specifically about expungement.  (page 3, Initial Evidence, 1. D).  FOR MANY OTHER REASONS, you should have your record expunged, BUT you still have to answer Yes to question A, "If you have ever been arrested or detained by any law enforcement officer for any reason, and no charges were filed, submit...."  You answer would be Yes regardless you expunged the record
