My Mom was chased by an unleashed dog and fell down

my Mom was chased by an unleashed dog (almost as the size of a small pony) in our own garden and fell down to the ground with multiple areas 
(from head, elbows and knees) injured last Thursday.  We called 911 right away and the police came first then the ambulance.  My Mom was sent to the Hospital by the ambulance.  The people who walked the dog and kept it unleashed apologized to my Mom in front of the policemen and said "I promise I will pay all the cost and I will do whatever she wants me to do...".

 

As the need of follow-up appt's came, I was reminded by the nurse to bring the person who is supposed to take care of the medical bill on-site, because the follow-up appt will be in the clinical office and payment needs to be made upon check-in.

 

Then we knocked at the door of the person and asked her plan to take care of the medical bill.  then she said "are you crazy?  Why I need to pay it...".

 

We made a decision now to go through the legal process to settle this issue.

Please help us in reminding us what information we need to start to prepare?  How to find an attorney?  We don't have any experience.
