In Chicago, it's against the regulation to have dog unleashed in public area. the dog was recently adopted from a farm, I have little knowledge about dogs' personalities, but I can tell for sure that the dog is still in her transition period of time to settle in her new home.
For the attitude my neibor has, that is the key issue we belive that we need to go through the legal process.
My friends' kids were chased by the dog too, my kids were done so for many times...when I talked with her to remind her it was against the regulation to unleash dog in public areas, she said "oh, I think my dog was afraid of you, your families, your visiting friends...you upset my dog!". She just never thinks it was her problem. we were just too nice to her. We should have called the police at each of these events.
