The word CLAIM has different meanings in different area of law.

In your situation, claim means assertion of right--meaning if either of you could hold the other party liable for something because rights are violated.

For your question 1, I would not call it claim since the government is interested in holding up its regulation. Without giving you notice obviously violated some regulation which the government can fine the company, suspend its license, or else. The government would not necessarily compensate you. That is why it cannot be called claim.

For your second question, you are correct that this agreement is binding only after both of you sign it. Before signing, you are not bound by it.
