Read the back of your ticket. There ought to be some kind of language saying that you are under arrest during a traffic stop and the officer will release you when you sign the ticket and promise to appear in court. Texas may vary though. The practice is like this, the police will let you go and write on the ticket "RTS." If you do not show up in court, a warrant is out for your arrest. Texas has similar laws to CA. Texas Transportation Code 543.002 has the exact same language as of CVC40302.
