If you have written evidence your agent said this, "我們問能不能查出這個空地的主人是誰。她說這是隱私恐怕不行", you can file complaint to his/her state real estate department.  You have a good chance to have him/her disciplined.  Not sure about the money compensation.

But you must have soilid evidence, not he said she said.
