急ask about visitation

Hi, A question on visitation: The mother is relocating out of NY to Washington DC with the child as physical custodial parent.

In summer, the father will have the child with him in New York for 7 weeks, either consecutive or in two periods. What kind of visitation right is the mother entitled to during the summer when the child is with his father? The father thinks that the mother can only visit with his consent with good cause such as in an emergency. The mother thinks that she is entitled to have a reasonable visitation right such as once every two weeks just as the visitation rights the father enjoys when the child is with her.
