也有一種可能：公寓manger沒有真實的向總公司報告是支付法庭判決，這個法庭判決是退回多收的錢。而是說了個別的減少自己責任的理由（亂收錢被人告倒法庭還輸了，他不擔心lay-off才是怪事），而這個理由讓總公司誤認為需要W9.

或許可以和總公司溝通一下。把法庭判決附上，說明是退回多收的錢。然後，很清楚地詢問：你們付我這個判決也要填W9嗎？對方敢說yes。那就是實實在在的證據----逃稅，欺騙。。。。。

如果公寓manger說了假話，也就被揭穿了，你們會很順利拿到錢。（也說不定這本身就是總公司在巧妙地調查公寓manger）
