回複：這個case可以去小額法庭打官司嗎？

I read somewhere the maximum compensation for a lost mail (letter) is $100 if not insured, $300 if insured.

As others already said, mailing a passport accross the border is illegal, and there is a big chance the mail will be inspected and the sender/reciver will be questioned.
