How to deal with traffice violation notice?

I got a traffic violation notice yesterday, stating I failed to stop at red light, code & section CVC 21453a, elapsed time is 0.98, not sure whether I did not stop enough time when turned right with red light or I could not turn right when red light. Could be I did not stop enough time when turned right with red light. My question is what should I deal with this notice? Admit it's me and my car, then what is the consequence and if ignore, what will happen? I am in California. Thanks.
