URGENT:follow-to-join in China

Hi, expert.

My wife is in China now. I am current under I-485 pending and got I-140 approved. We marry earlier than my I-485 approval.

I would like to know
1)Can I help her apply consular processing in China now or must after my I-485 approval? Does anyone has some links to the information about this topic? where and who I can consulate??


2)How long does those kind of "follow-to-join" case take in China ? 4 years or several months? When can I get accurate waiting time? Does anyone has experience?

Though she can come with H4, however, we would like to know this alternative as well.
