I know for sure alot of people got their visa in Beijing even though they'v extended their visas while they were in the US. It totally depends on the VOs. In Chengdu, VOs are so bad and reject most.

Now, B2 visa for parents is pure lucky or not things. On the contrary, F1 is much easy.
