父母探親 rejected

父母探親B2 got rejected at Shenyang last May, reasons 1)last time stayed one year, even thouth it was an approved extension, 2)i didn't go back visit them in 6 years. Anyway, their passports got stamped with black ink saying "Cancelled without Prejudice.

I would like to know what that stamp means and do my parents have any chances?
