The problem is that my "Dang An" in China has been transferred from my previous "research institute" to "Ren Cai Zhong Xin". Are letters from "Ren Cai Zhong Xin" OK? Or they must be from my previous employer?
-- I believe it should be from your direct employer, there're a lot of info have to be included in the letter, such as your occupation, your salary, your duty, etc. It's not only about your employment start time/end time. You need to check the detailed requirements on the CIC website, it has everyting you need to know there.
For my US working experience. RA is a university half time position. Must the letter be written on university letterhead and be stamped with the university's official seal?
-- Yes, or it should at least have your department letterhead. But I'm not sure about seal, I guess your supervisor's signature should be fine.
