Look at this website. It shows in April 2005, as to EB3, what the cutoff date will be 4/1/2002:

I know PD (priority date) means the date you filed your LC.

I just want to ask, does it mean:
Only the people who has PD before 4/1/02 can apply 485 EB3?
or
For all the people who has applied 485 (EB3), only those whose PD is earlier than 4/1/02 will be processed.
